Individual Tibbetts award recipient

If an individual has won SBIR awards in the past but has also spent a great deal of time conducting training on the program and mentoring state-level resource staff, could this person be considered for the Tibbetts award for Individual?

    We are highly unlikely to award a Tibbetts Award to a previous winner, unless the new contributions to the SBIR/STTR program are significantly different and more impactful than the previous Tibbetts Award given.

    Does this mean that an individual who has won awards for companies through the SBIR program, but has not previously won a Tibbetts Award, cannot be considered for a Tibbetts award? The person whom I was considering has contributed a great deal to the SBIR community but has never before won a Tibbetts award.
