Government scientist collaborators as awardees?

My company has a collaboration with two univerisities and an intramural scientist at NIH who is not the program manager and recieves no funding from the NIH funded SBIR. Can the government scientist be in the group of four considered for the Tibbetts award.

    Is the collaboration an SBIR funded project?.....If so, submit the nomination with the desired awardees and we will make a determination upon review.
